これは、現在21カ月となっている兵役の期間を18カ月に短縮することが「時期尚早」だという点を強調したものだ。
国防部（省に相当）は、兵役の期間を現行の21カ月としても、2025－31年には年間平均で9000人の兵士が不足すると予想している。また、準備期間を経て16年から段階的に18カ月に短縮した場合は、21－31年の間に、年間平均で3万2000人の兵士が不足するとの見通しを示した。さらに、最大で4万7000人の兵士が不足する可能性があるという説も出ている。
朴次期大統領は、兵士の不足の問題を、下士官の増員などによって解決すると主張した。また、先月の大統領選挙で落選した野党・民主統合党の文在寅（ムン・ジェイン）氏は、下士官の増員や兵役期間の18カ月への短縮を朴次期大統領よりも先に提案している。
このような方策を実施した場合、兵士の不足だけでなく、予算の問題も浮上する。兵士の中から下士官を3万人採用する場合、年間7500億ウォン（約610億円）の財源が必要になるとの調査結果が出ている。

韓国政府の幹部は2日、朴槿恵（パク・クンヘ）次期大統領が「兵役の期間を18カ月（陸軍を基準）に短縮する」と公約したことについて「兵士の数を減らす分、その損失を埋め合わせる方策が必要だ」と主張した。その上で「第2次世界大戦当時の英国のように女性も兵役に就かせることや、兵役を公共勤労事業に転換することも可能」として、女性に対する徴兵制度の導入にまで言及した。
これは、現在21カ月となっている兵役の期間を18カ月に短縮することが「時期尚早」だという点を強調したものだ。
国防部（省に相当）は、兵役の期間を現行の21カ月としても、2025－31年には年間平均で9000人の兵士が不足すると予想している。また、準備期間を経て16年から段階的に18カ月に短縮した場合は、21－31年の間に、年間平均で3万2000人の兵士が不足するとの見通しを示した。さらに、最大で4万7000人の兵士が不足する可能性があるという説も出ている。
朴次期大統領は、兵士の不足の問題を、下士官の増員などによって解決すると主張した。また、先月の大統領選挙で落選した野党・民主統合党の文在寅（ムン・ジェイン）氏は、下士官の増員や兵役期間の18カ月への短縮を朴次期大統領よりも先に提案している。
このような方策を実施した場合、兵士の不足だけでなく、予算の問題も浮上する。兵士の中から下士官を3万人採用する場合、年間7500億ウォン（約610億円）の財源が必要になるとの調査結果が出ている。
このほか、兵士の不足を理由に、兵役の代わりに警察に勤務する義務警察官や、同じく消防署に勤務する義務消防官、海洋警察官など約1万6000人を現役兵士に転換する場合、警察官や消防官の不足分を埋め合わせるため一般人を採用することで、6300億ウォン（約520億円）の人件費が必要になる、と政府は把握している。さらに、兵士の数を減らす分、最先端の装備を購入するための予算も必要になる。

１４日に発生した同事件では、アダム・ランザ容疑者（２０）がニュータウンのサンディフック小学校で銃を乱射し、６─７歳の児童２０人を含む２６人が犠牲となった。
ロイターとイプソスは、インターネット上のアンケート方式で調査を実施。事件発生前の１２月１１─１３日に計１３９５人、事件後の１４─１７日には計１１９８人から回答を得た。

WASHINGTON (AP) — The House is headed for a vote on aid for Superstorm Sandy victims after House Speaker John Boehner mollified Republicans from New York and New Jersey upset with his decision to cancel action on the bill.
Facing intense pressure, Boehner agreed Wednesday to schedule a vote Friday on $9 billion for the national flood insurance program and another vote Jan. 15 for a remaining $51 billion in the package, said Rep. Peter King, R-N.Y. The new Congress is being sworn in Thursday.
King left a meeting with Boehner and other Republicans without the anger that had led him to rip into the speaker on the House floor, calling Boehner's attitude "dismissive" and "cavalier."
"It was a very positive meeting," King said afterward.
King told NBC's "Today" on Thursday that Boehner had ultimately come through for New York and New Jersey and said he expected Boehner to be reelected as speaker. King said he would vote for Boehner.
Boehner, R-Ohio, assured the lawmakers that the money from the two House votes would roughly equal the $60 billion package of aid that passed the Senate, King said.
Since the votes will be taken in the new Congress, the Senate also will have to approve the legislation. If the House, as expected, approves the $9 billion flood insurance proposal, the Senate plans to move quickly in hopes of approving the aid on a voice vote Friday. The flood insurance money will help pay for claims by home and business owners with coverage.
Sandy was the most costly natural disaster since Hurricane Katrina in 2005 and one of the worst storms ever in the Northeast.
Boehner's decision Tuesday night to cancel a vote on Sandy aid before Congress ended its current session provoked a firestorm of criticism from New York, New Jersey and adjacent states where the money will go.
According to King, Boehner explained that after the contentious vote to avoid major tax increases and spending cuts called the "fiscal cliff," the House speaker didn't think it was the right time to schedule the vote before the current Congress ended.
"What's done is done," King said. "The end result will be New York, New Jersey and Connecticut will receive the funding they deserve."
The Senate approved a $60.4 billion measure last Friday to help with recovery from the October storm. The House Appropriations Committee has drafted a smaller, $27 billion measure for immediate recovery needs and a second amendment for $33 billion to meet longer-term needs.
The $9 billion in flood insurance money to be voted on Friday was originally in the $27 billion measure. The votes on Jan. 15 will be for $18 billion in immediate assistance and $33 billion for longer-term projects, including projects to protect against future storms, King said.
Much of the money in the proposals is for immediate help for victims and other recovery and rebuilding efforts.
Some $5.4 million is for the Federal Emergency Management Agency's disaster relief fund; $5.4 billion is to help transit agencies in New York and New Jersey rebuild; and $3.9 billion is for the Housing and Urban Development Department's development fund to repair hospitals, utilities and small businesses.
New Jersey Gov. Chris Christie, a Republican, was among those sharply criticizing Boehner before the speaker changed course, complaining about the "toxic internal politics" of the House majority.
King was part of an angry chorus of New York and New Jersey lawmakers from both parties who blasted Boehner, with some saying his move was a betrayal. He told Fox News on Wednesday: "These Republicans have no problem finding New York when they're out raising millions of dollars. ... I'm saying, right now, anyone from New York or New Jersey who contributes one penny to congressional Republicans is out of their minds," he said.
In considering the Sandy aid package, the speaker was caught between conservative lawmakers who want to offset any increase in spending and Northeast and mid-Atlantic lawmakers determined to help their states.
More than $2 billion in federal money has been spent so far on relief efforts for 11 states and the District of Columbia struck by the storm. The Federal Emergency Management Agency's disaster relief fund still has about $4.3 billion, enough to pay for recovery efforts into early spring, according to officials.
New York, New Jersey, Connecticut, West Virginia, Virginia, Maryland, New Hampshire, Delaware, Rhode Island, Pennsylvania, Massachusetts and the District of Columbia are receiving FEMA aid.
Sandy was blamed for at least 120 deaths and battered coastline areas from North Carolina to Maine. New York, New Jersey and Connecticut were the hardest hit states and suffered high winds, flooding and storm surges.

LONDON (Reuters) - The Western world's first drug to fix faulty genes promises to transform the lives of patients with an ultra-rare disease that clogs their blood with fat. The only snag is the price.
The gene therapy for lipoprotein lipase deficiency (LPLD), a hereditary disorder that raises the risk of potentially lethal inflammation of the pancreas, is likely to cost more than $1 million per patient when it goes on sale in Europe this summer.
Rare or so-called orphan diseases are winning unprecedented attention from drug developers. More than a quarter of the 39 new medicines approved in the United States last year were designated for such conditions.
These are therefore exciting times for campaigners such as Briton Jill Prawer, who leads an LPLD support group, and others championing the needs of people with equally obscure illnesses.
Naturally, she is delighted by the arrival of the LPLD drug Glybera. "It's brilliant," said Prawer, a 50-year-old mother of three who has suffered all her life from LPLD.
Until now, governments and insurance companies have largely accepted prices that can run into hundreds of thousands of dollars for products that treat orphan diseases. As only a handful of patients need the treatment, the overall cost to health budgets is relatively small.
However, healthcare providers are increasingly having to balance the acute needs of the few against the wider interests of society, within constrained budgets. Scrutiny of the sky-high prices charged for this wave of new drugs is growing.
"More companies are getting into this sector because they've seen the eye-wateringly high prices that can be charged for some of these very rare disease medicines," said Karl Claxton, professor of health economics at the University of York.
"It's unsustainable. Healthcare systems around the world are under increasing financial pressure and all of them are starting to look very carefully at what they get for their money."
PAYERS PUSH BACK
As more treatments become available and scientists learn more about what causes the 6,000-7,000 diseases that affect less than 1 percent of the population, there are signs the payers may be pushing back - especially in austerity-hit Europe.
As from this week, a new drug called Kalydeco is being made available on the state health service to about 270 patients in England with a rare form of the lung disease cystic fibrosis.
It was cleared, however, only after Vertex Pharmaceuticals cut the official list price of 182,625 pounds ($297,000) a year. The size of the discount is confidential.
In the Netherlands a row erupted last year over whether the healthcare insurance board, CVZ, should continue funding expensive enzyme replacement therapies for people living with Fabry and Pompe diseases.
In the end CVZ agreed to keep paying but the case highlighted the difficulties of assessing the value of medicines for rare conditions, given the limited evidence that can be collected from clinical trials involving very few patients.
In the case of gene therapy, extreme pricing may be unavoidable, since a single dose could last a lifetime, giving any drug manufacturer just one shot at recouping its investment.
Glybera, developed by private Dutch firm uniQure, is the first gene therapy to win approval in the West, although China cleared one for head and neck cancer in 2003.
Several companies are working on other gene therapies, including Sanofi's Genzyme unit, GlaxoSmithKline, Shire and small biotechs like Bluebird Bio.
On both sides of the Atlantic, drugs for orphan diseases have changed ideas about what makes a profitable pharmaceutical.
Traditionally, drugmakers have relied on mass-market pills to fight problems such as high cholesterol. But expiries of patents, allowing competitors to make cheap copies, have undermined their profits in this area. By contrast, rare diseases offer premium prices and far lower competition.
The U.S. biotech company Alexion Pharmaceuticals shows how well the orphan drug model can work. Despite treating only a few thousand patients worldwide, sales of its rare blood disease drug Soliris are forecast by analysts to reach $1.5 billion this year and $2.6 billion by 2017 - thanks to a U.S. list price of $440,000 per patient a year.
Soliris is not alone. The past decade has been the most productive in the history of orphan drug development, helped by the U.S. Orphan Drug Act in 1983 and similar later laws in Europe, Japan, Australia and Singapore that provide additional market exclusivity for medicines targeting small populations.
While this policy has stimulated innovation, some investors are also nervous about future pricing.
"The issue of the sustainability of orphan drug pricing is really front and center for investors at the moment," said David Pinniger, investment manager of the International Biotechnology Trust, whose holdings include shares in orphan drug companies such as Alexion and Biomarin Pharmaceutical.
"The question is will the orphan drug strategy become a victim of its own success? With austerity and pricing pressure, this area is going to come under increasing scrutiny."
A Thomson Reuters analysis put the global orphan drug market at more than $50 billion at the end of 2011, with spending accounting for about 6 percent of total drug sales.
A number of these drugs started out as treatments for rare cancers but have since become multibillion-dollar sellers as their use has expanded.
The orphan drug market is expanding faster than traditional pharmaceuticals with annual growth averaging 25.8 percent from 2001 to 2010 compared with 20.1 percent for non-orphan drugs.
Moreover, orphan drugs' average "present value" - which measures the current worth of future revenues - is higher than for non-orphan drugs, despite their tiny target populations. This reflects lower development and marketing costs, as well as longer market exclusivity.
Unsurprisingly, big pharmaceutical firms are showing growing interest in rare diseases, reflected in Sanofi's $20.1 billion purchase of Genzyme in 2011 and decisions by companies including Pfizer and GlaxoSmithKline to enter the market.
That promises more competition in some established areas, with Pfizer, for example, launching its new Gaucher disease drug Elelyso at a 25 percent discount to Genzyme's Cerezyme.
Large drugmakers are also likely to be under more pressure to curb excessive prices than small biotechs - a fact recognized by GSK, which has said it would like to see more responsible orphan drug pricing.
TIME FOR NEW APPROACH?
Tim Cox, professor of medicine at the University of Cambridge and the first UK doctor to give Gaucher patients enzyme replacement therapy, welcomes industry investment but believes pricing at present is "completely arbitrary".
"I believe we can have a system to approve drugs for a reasonable time at a reasonable cost that can be reviewed after a period, so that the amount of health benefit gained can be used as an arbiter of the final cost," he said.
That view is echoed by Yann Le Cam, head of the EU-wide orphan disease patients' group Eurordis, who wants to see more flexible licensing that would allow a new drug to come to market earlier with limited distribution while more data is collected.
"At the end of the day, it will be cheaper," he said, since each clinical trial would need fewer patients and could be concluded faster.
This concept also appeals to Joern Aldag, the CEO of uniQure, whose predecessor company Amsterdam Molecular Therapeutics (AMT) was torpedoed by initial rebuffs from EU regulators who wanted bigger trials before approving Glybera.
AMT was taken private by newly created uniQure last April because it could no longer fund itself in the public markets.
"We are breaking new ground in science and reimbursement - but we also have to also break new ground in how the regulations are set up," Aldag said. ($1 = 0.6141 British pounds)

The famous first words uttered by the first person on the moon, Neil Armstrong, may not have been as spontaneous as commonly thought, according to Armstrong's brother.
Armstrong, after becoming the first human to set foot on Earth's nearest neighbor in July 1969 during NASA's historic Apollo 11 mission, said, "That's one small step for [a] man, one giant leap for mankind." (Although the "a" isn't audible in his transmission, the moonwalker insisted that the official quote included the extra word.)
In numerous interviews, and even in his own autobiography, Armstrong said he thought of the words after arriving at the moon, while waiting to exit his lunar module Eagle. But in a new BBC documentary, the astronaut's brother Dean Armstrong says the two discussed the statement months earlier, when Neil passed Dean a handwritten note during a late-night game of Risk, according to British newspaper the Telegraph.
"On that piece of paper there was 'That's one small step for man, one giant leap for mankind.' He says 'what do you think about that?' I said 'fabulous.' He said 'I thought you might like that, but I wanted you to read it,'" Dean Armstrong said, according to the Telegraph.

"Neil Armstrong said multiple times in multiple venues that he did not think about what to say until he got to the surface of the moon," said space history and collectibles expert Robert Pearlman, editor of SPACE.com partner site collectSPACE.com. "There were several hours after he landed, during which time he had the opportunity to give thought to what his first words would be."
That version of the story has been corroborated by other astronauts, as well, including the two other men who flew on the Apollo 11 mission with Armstrong.
"His crewmates Buzz Aldrin and Michael Collins have said he did not discuss what he would say with them either before the mission or as the mission was progressing," Pearlman told SPACE.com.
This new information from Dean Armstrong has ruffled some space enthusiasts and historians, who wonder what Neil Armstrong himself would say if he were still alive.
"Whether intentional or not, Dean Armstrong's account now suggests his brother has been lying for 40-plus years," Pearlman said.

Survey: natural disasters cost insurers $65 billion last year, led by Sandy with $25 billion
BERLIN - A leading insurance company says natural disasters cost the industry $65 billion last year and that Superstorm Sandy accounted for nearly two-fifths of the total.
However, Munich Re AG said Thursday total insured losses from natural catastrophes were down from a record $119 billion in 2011, when devastating earthquakes in Japan and New Zealand cost the industry dear.
The company said total economic costs in 2012 from natural disasters — including uninsured losses — amounted to $160 billion, compared with the previous year's $400 billion.
Sandy was blamed for at least 120 deaths when it battered eastern coastline areas at the end of October. New York, New Jersey and Connecticut were the hardest-hit states.
Munich Re estimated insured losses from Sandy at $25 billion and total losses at $50 billion.

The first day of a new Congress always represents a fresh start. This year, it also presents a perfect opportunity to tackle the single-greatest challenge facing our nation: reining in the out-of-control federal spending that threatens to permanently alter our economy and dim the prospects and opportunities of future generations of Americans.
Earlier this week, I helped negotiate an imperfect solution aimed at avoiding the so-called “fiscal cliff.” If I had my way taxes would not have gone up on anyone, but the unavoidable fact was this if we had sat back and done nothing taxes would have gone up dramatically on every single American, and I simply couldn’t allow that to happen.
By acting, we’ve shielded more than 99% of taxpayers from a massive tax hike that President Obama was all-too willing to impose. American families and small businesses that would have seen painfully smaller paychecks and profits this month have been spared. Retirement accounts for seniors won’t be whittled down by a dramatic increase in taxes on investment income. And many who’ve spent a lifetime paying taxes on income and savings won’t be slammed with a dramatically higher tax on estates.
Was it a great deal? No. As I said, taxes shouldn’t be going up at all. Just as importantly, the transcendent issue of our time, the spiraling debt, remains completely unaddressed. Yet now that the President has gotten his long-sought tax hike on the “rich,” we can finally turn squarely toward the real problem, which is spending.
Predictably, the President is already claiming that his tax hike on the “rich” isn’t enough. I have news for him: the moment that he and virtually every elected Democrat in Washington signed off on the terms of the current arrangement, it was the last word on taxes. That debate is over. Now the conversation turns to cutting spending on the government programs that are the real source of the nation’s fiscal imbalance. And the upcoming debate on the debt limit is the perfect time to have that discussion.
We simply cannot increase the nation’s borrowing limit without committing to long overdue reforms to spending programs that are the very cause of our debt.
The only way to achieve the balance the President claims to want is by cutting spending. As he himself has admitted, no amount of tax hikes or revenue could possibly keep up with the amount of money Washington is projected to spend in the coming years. At some point, high taxes become such a drag on the economy that the revenue stalls.
While most Washington Democrats may want to deny it, the truth is, the only thing we can do to solve the nation’s fiscal problem is to tackle government spending head on — and particularly, spending on health care programs, which appear to take off like a fighter jet on every chart available that details current trends in federal spending.
The President may not want to have a fight about government spending over the next few months, but it’s the fight he is going to have, because it’s a debate the country needs. For the sake of our future, the President must show up to this debate early and convince his party to do something that neither he nor they have been willing to do until now. Over the next two months they need to deliver the same kind of bipartisan resolution to the spending problem we have now achieved on revenue — before the 11th hour.
When it comes to spending, the time has come to rise above the special interest groups that dominate the liberal wing of the Democratic Party in Washington and act, without drama or delay. The President likes to say that most Americans support tax hikes on the rich. What he conveniently leaves out is that even more Americans support cuts. That’s the debate the American people really want. It’s a debate Republicans are ready to have. And it’s the debate that starts today, whether the President wants it or not.

Congress extends wind, biofuels tax credits
DES MOINES, Iowa (AP) -- The bill Congress approved Tuesday night providing tax relief for most taxpayers also helps wind energy and ethanol producers by extending tax credits designed to encourage continued development.
States like Texas, the nation's leading wind energy producer, and Iowa, the leading ethanol maker, should benefit from the incentives. Many of the credits had expired in 2012.
The bill extends to the end of the year a production tax credit for wind energy on any facility under construction before the end of 2013.
The bill also extends a $1.01-per-gallon tax credit for cellulosic ethanol made from corn plants, grasses, algae, and sources other than corn kernels. The bill allows ethanol makers to depreciate equipment for new plants placed in service in 2013 and extends biodiesel production tax incentives for two years.

Venezuela opposition: government not providing enough information about ailing Hugo Chavez
CARACAS, Venezuela - Venezuela's opposition demanded that the government reveal specifics of President Hugo Chavez's condition Wednesday, criticizing secrecy surrounding the ailing leader's health more than three weeks after his cancer surgery in Cuba.
Opposition coalition leader Ramon Guillermo Aveledo said at a news conference that the information provided by government officials "continues to be insufficient."
Chavez has not been seen or heard from since the Dec. 11 operation, and Vice-President Nicolas Maduro on Tuesday said the president's condition remained "delicate" due to complications from a respiratory infection.
Chavez's elder brother, Adan, arrived in Havana on Wednesday, said Jorge Arreaza, the president's son-in-law and science minister. "We're meeting with him, Vice-President Maduro and Attorney General Cilia Flores," Arreaza said in a message on Twitter.
"The medical team explains to us that President Chavez's condition continues to be stable within his delicate state," Arreaza said in another message, adding that Chavez "continues battling hard and he sends all his love to our people."
Maduro and other government officials have urged Venezuelans not to heed rumours about Chavez's condition.
Aveledo said the opposition has been respectful during Chavez's illness, and said that "the secrecy is the source of the rumours, which increase the uncertainty and cause distress."
"They should tell the truth," Aveledo said, noting that Maduro had pledged to provide full reports about Chavez's condition. He reiterated the opposition's call for the government to release a medical report and said all indications are that Chavez won't be able to be sworn in to begin a new term Jan. 10.
If Chavez can't take office on that date, Aveledo said the constitution is clear that the National Assembly president should then take over temporarily until a new election is held. He said what happens next in Venezuela should be guided by "the truth and the constitution."
If Chavez dies or is unable to continue in office, the Venezuelan Constitution says a new election should be held within 30 days.
With rumours swirling that Chavez had taken a turn for the worse, Maduro said on Tuesday that he had met with the president twice and had spoken with him.
"He's totally conscious of the complexity of his post-operative state and he expressly asked us ... to keep the nation informed always, always with the truth, as hard as it may be in certain circumstances," Maduro said in the prerecorded interview in Havana, which was broadcast Tuesday night by the Caracas-based television network Telesur.
Both supporters and opponents of Chavez have been on edge in the past week amid shifting signals from the government about the president's health. Officials have reported a series of ups and downs in his recovery — the most recent, on Sunday, announcing that he faced the new complications from a respiratory infection.
Maduro said on Tuesday that Chavez faces "a complex and delicate situation." But he also said that when he talked with the president and looked at his face, he seemed to have "the same strength as always."
The vice-president said he planned to return to Caracas on Wednesday, though there was no confirmation of a return trip as of Wednesday night.
His remarks about the president came at the end of an interview in which he praised Cuba's government effusively and touched on what he called the long-term strength of Chavez's socialist Bolivarian Revolution movement. He mentioned that former Cuban President Fidel Castro had visited the hospital where Chavez was treated.
In Washington, the U.S. State Department said procedures under the Venezuelan Constitution should be followed if Chavez is no longer able to carry out his duties as president.
"We want to see any transition take place in a manner that is consistent with the Venezuelan Constitution, that any election be fully transparent, democratic, free and fair," State Department spokeswoman Victoria Nuland told reporters on Wednesday.
Asked if Chavez being out of the picture would make it easier to improve long-strained ties between Venezuela and the U.S., Nuland said, "Obviously we will judge our ability to improve our relationship with Venezuela based on steps they are able to take."
The U.S. Embassy in Caracas has been without an ambassador since July 2010. Chavez rejected the U.S. nominee for ambassador, accusing him of making disrespectful remarks about Venezuela's government. That led Washington to revoke the visa of the Venezuelan ambassador.
But recently U.S. and Venezuelan diplomats began high-level conversations aimed at improving relations, a U.S. government official said. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.
The official confirmed recent reports that Roberta Jacobson, assistant secretary of state for Western Hemisphere affairs, spoke by telephone with Maduro in November and discussed ways of improving relations. He also confirmed that U.S. diplomat Kevin Whitaker had a subsequent conversation with Roy Chaderton, Venezuela's ambassador to the Organization of American States.
Venezuelan diplomats could not be reached to comment about those recent contacts with U.S. officials.
In Bolivia, meanwhile, President Evo Morales said he is concerned about his friend and ally.
"I hope we can see him soon," Morales said at a news conference Wednesday. "But it's a very worrying situation."
"I've tried to make contact with the vice-president, and it's been difficult. I hope all of their aims are achieved to save President Chavez's life."
Before his operation, Chavez acknowledged he faced risks and designated Maduro as his successor, telling supporters they should vote for the vice-president if a new presidential election were necessary.
Maduro didn't discuss the upcoming inauguration plans, saying only that he is hopeful Chavez will improve.
"Someone asked me yesterday by text message: How is the president? And I said, 'With giant strength,'" Maduro said. He recalled taking Chavez by the hand: "He squeezed me with gigantic strength as we talked."
